Access Services, in partnership with the University of the Pacific, is pleased to present a Transit and Paratransit Management Certificate program that is targeted to meet the professional development needs of Transit and Paratransit employees who are candidates for management positions and for current or existing managers who would like to enrich their management skills. The course extensively covers principles of management, operations, budgeting and leadership in a transit context.

Program Benefits

  • Completing the entire certificate program will give you a thorough understanding of what it takes to be a successful transportation manager.
  • It will promote your career development opportunities, enhance your skills in your current position and broaden your knowledge of industry management, principles and practices.


  • Access Services offers the Joe King Memorial Scholarship to Providerís employees or outside agency participants associated with the field of paratransit and who have been employed for two or more years to be eligible.
  • The scholarship covers 100% of the enrollment fees to the Transit and Paratransit Management Certificate Program.
  • Lodging, transportation, parking, meals or any other associated expenses are not compensated.


  • Eligible applicants include all public agencies, private non profits and their employees or affiliates (private contractors) who deliver passenger transportation services within Los Angeles County.
  • Private for profit agencies and or contractors are required to submit a Support of Private Affiliate Letter (see attached sample letter) to be completed by the sponsor agency.
